The Israelis have made themselves part of Syria's history by not signing peace with the Hafez al-Assad regime in 1967. So, not signing peace opened the path of allowing themselves to resort to preemptive attacks backed by the Menachem Begin doctrine, which says "Make sure that no enemy has a nuclear reactor."
